According to US health officials, New York state governor David Paterson has declared a state of emergency in the state as a result of the H1N1 swine flu outbreak.

The Associated Press news agency reports that the six-page declaration was issued because at least 75 people have died of H1N1 related illnesses in New York since April. Three have died from H1N1 related illnesses just this past week. The declaration also says that human cases of the virus are on the rise.

Paterson says he issued the declaration because “a disaster has occurred throughout New York State, for which the affected local governments are unable to respond adequately.”

The declaration will allow health officials more access to the H1N1 vaccine and the seasonal flu shot. It will also allow for an increase in the number of vaccine doses available in the state and will allow more health care facilities to administer the vaccine, including dentists and pharmacists. Schools with health centers will also be allowed to administer both vaccines.

Despite the declaration, officials stressed that there is no reason to worry. A spokeswoman for the New York State Department of Health, Claire Pospisil, said that “it [the declaration] helps us to be more prepared.”

The order came shortly after US president Barack Obama declared a national emergency last Saturday, a response to the spreading of the virus, which has now been circulated in 46 states.

In a report released yesterday the credit agency Equifax declared that it has determined that those among its executives who sold company shares after it was publicly revealed that Equifax databases had been compromised were not aware of the problem at the time.

When it became public knowledge that Equifax had been hacked, losing the social security numbers and other private information of many thousands of customers, the company’s stock dropped in value by a total of about $2.35 billion. Four Equifax executives including Chief Financial Officer John Gamble were found to have sold large amounts of stock in the company after the hack took place but before the public found out about it. The price was still relatively high, then and the stock was worth about US$1.8 million. Equifax launched an internal investigation to determine whether any of these executives were guilty of insider trading. An internal investigation with a specially appointed committee found that none of these executives had learned of the hack until after they had completed the sale, and a few of them had plausible reasons for wanting to sell assets. One of them wanted the money to renovate his home. Another sold stock to pay for a move to a different city.

The Canadian Press (CP) reported on September 19 that Credit Agency Equifax Canada acknowledged that 100,000 Canadian accounts had been breached when the company’s website was compromised earlier this year. On September 7 it was reported that 143 million Americans had been affected by the breach as well as an undisclosed number of Canadians and British citizens. The announcement followed a report on Friday that Canada’s privacy watchdog has started an investigation into the matter.

The data breach came to public attention only recently even though it happened earlier this year, when the Apache Struts servers that Equifax uses to store information were apparently not patched with security updates for some months, allowing hackers to take advantage of the vulnerability. The data was unsecured between May 13 and July 30 of this year. The breach only affected data stored in the United States. Equifax itself was unaware of the breach until July 29.

The announcement was made by Equifax Canada president, Lisa Nelson. Nelson apologized to Canadian consumers whose data were breached and stated that Equifax was unable to provide information until its own investigation is completed. Affected Canadians will receive instructions via mail from Equifax Canada. They will also receive the same benefits their American counterparts received at the beginning of this month. Even though the breach only affected data stored in the United States, Canadians without a social security number were excluded from Equfax’s offer to provide free access to files for year.

The chairman of the United States Securities and Exchange Commission (SEC) has declined to comment on the matter and has not said whether the SEC is investigating insider trading by Equifax executives. Equifax is the subject of many state and federal investigations surrounding the breach.

United States software giant Microsoft has launched an unsolicited bid to buy Internet search giant Yahoo! for US$44 billion or approximately US$31 per share.

The deal, which is half in cash and half in stock, if accepted by Yahoo!’s shareholders, could create a major competitor to Google, the search giant which currently dominates the Internet search market.

Fans of the American hard rock band Aerosmith have launched legal action against the band in response to a late cancellation of a scheduled concert on the Hawaiian Island of Maui.

Attorney Brandee Faria filed a class action suit in Hawaii Circuit Court on October 19. The suit alleges that the band’s cancellation cost fans between US$500,000 (€349,944) and $3 million (€2.1 million) in travel and accommodation costs, as well as other related expenses.

The sold-out September 26 Maui concert – originally planned months before as the final show of a world tour that began in Brazil in April – was canceled by the band on the basis that they could not make it to the island in time after a September 24 concert in Chicago. The Chicago concert, which attracted 18,000 people, was rescheduled at the last minute after the original September 10 concert date had been postponed due to illness.

The band canceled the show at Maui’s War Memorial Stadium, which was set to be attended by 9,000 people, and apologized to fans. The band’s management company, HK Management Inc., gave no initial reason when they canceled on September 20, but blamed logistical reasons by the next day.

However, just days later, on September 29, the band traveled to the neighbor island of Oahu to play a corporate event in Honolulu for Toyota car dealers and private guests. An audience of 6,000 people celebrated the 50th anniversary of the Japanese automobile manufacturer at the University of Hawaii, with Toyota paying $500,000 (€349,944) to hire the campus. Aerosmith received $1 million (€700,000) to perform at the event. Faria alleges that Aerosmith abandoned the scheduled public concert on Maui in favor of the more lucrative corporate event on Oahu.

“…Defendants simply canceled the only public performance by Aerosmith in favor of the larger Chicago venue and the lucrative, private concert for the Toyota car dealers,” the complaint states.

Local officials had hoped the concert would attract other big names to the island.

Faria said that “I’ve had people contact me being out of pocket at much as $800 or $900,” adding that if the cancellation is found to be deceptive ticket holders may be eligible for a minimum of $1,000 each. The complaint also says that those aged 62 or over should receive at least $5,000 each. Currently about a dozen ticket holders are involved with the suit. If the action is approved by a judge, steps will be taken to contact everyone who purchased a ticket.

The Canada Border Services Agency (CBSA) and the Royal Canadian Mounted Police (RCMP) announced Tuesday that they had seized approximately 160 kilograms of cocaine discovered in buckets of frozen mango puree imported from Mexico.

Investigations led the police to a shipping container destined for the Port of Montréal, in the Canadian province of Québec. A CBSA officer at the Container Examination Centre in Montréal identified the suspect container. The drug was found in brick-shaped plastic wrapping of about 4 kilograms in weight each. There were 1,200 buckets of frozen mango puree in the shipment, not all with cocaine inside.

RCMP Sgt. André Potvin told reporters that the value of the shipment was significant and was the largest maritime port drug haul in the force’s history. At CA$20 per half-gram, “that’s in the vicinity of $38 million,” said Potvin.

The investigation by the RCMP Drug Section, CBSA Intelligence officers, the Marine Security Enforcement Team and the Port of Montréal Security Group, determined that an import company, named Quality Mexport, was allegedly a front for the drug-smuggling operation.

Five Mexicans, holding visitor status in Canada, were arrested in the matter. They are:

• Juan Manuel Huerta Canela, 31;
• Jose Gerardo Bernal Vasquez, 52;
• Jose Luis Navarro Ochoa, 33;
• Jesus Manuel Villa Quiroz, 32; and
• Alfonso Strag Estrada, age 50.

The suspects have been charged with importing and possession of drugs for the purpose of trafficking. The charges are allegations at this point in time.

Ahead of Sunday’s scheduled canonization of Pope John Paul II, in the Italian village of Cevo, a massive stone and wood crucifix dedicated to the late pontiff collapsed, instantly crushing a man to death and landing another in the hospital. Reports variously say the collapse took place on Wednesday or Thursday.

Marco Gusmini, 21, died after part of the wood of the crucifix splintered and broke, sending it, along with the attached statue of Jesus Christ, toppling to the ground. He was reportedly posing for a photograph under the monument.

The mayor of Cevo, Silvio Citroni, termed the incident “an unexplainable tragedy. A young life, so many hopes destroyed this way”. Describing the tragedy, he elaborated, “The young people were making a snack for lunch and when they heard the crunching noises coming from the cross they fled in all directions. Unfortunately Marco ran in the wrong direction.” Citroni also said the crucifix had undergone maintenance work last summer. “This is a place for pilgrimages and family visits. We never imagined that something like this could happen.” In light of the untimely tragedy, he said, plans for any further celebrations to commemorate the late pontiff’s impending canonization have been scrapped.

Sculptor Enrico Job designed the crucifix, which stood 100 ft (30 m) tall; curved unusually to symbolize, reportedly, the scars of World War II; mounted with a 20 ft (6 m) tall statue of Jesus Christ weighing 1,320 lbs (600 kg). Commissioned to commemorate Pope John Paul II’s 1998 visit to Brescia, and reportedly originally erected at a stadium there, the crucifix was moved to its present location in nearby Cevo in 2005.

Gusmini and his parents reportedly lived on Via Papa Giovanni XXIII, a street in Lovere named after another late pontiff to be canonized alongside Pope John Paul II, Pope John XXIII. In celebration of this double canonization, Rome is expected to play host to 19 heads of state, 24 heads of government, and some 800,000 Catholic pilgrims, visiting from around the world, according to the Interior Ministry of Italy.

The G20 Summit held in London, England concluded Thursday with an injection into the economy of US$5 trillion by the end of 2010.

Global trade would be supported by $250 billion (169.5 billion pounds). “We are going to act decisively to kickstart international trade. We will ensure availability of at least $250 billion over the next two years,” said Gordon Brown Prime Minister of the United Kingdom.

The International Monetary Fund IMF will have access to $750bn in resources of which $250bn will support special drawing rights.

Developing countries received $100bn which will be dispensed via Multilateral development banks. Towards this end, the IMF will sell off gold reserves.

China will support the IMF fund by $40bn, the European Union by $100bn, and Japan by $100bn.

There will be increased regulation on banking and credit ratings agencies. There was a commitment to clamp down on hedge funds, tax havens and toxic assets. To restore consumer confidence in the financial sector, a new Financial Stability Board will be initiated internationally. There would be new policies implemented to control pay and bonuses paid to the heads of banks and corporations.

The G20 leaders were adverse to protectionism and rallied to support international trade and investment.

The Leaders’ statement said, “We reaffirm the commitment made in Washington: to refrain from raising new barriers to investment or to trade in goods and services, imposing new export restrictions, or implementing World Trade Organization (WTO) inconsistent measures to stimulate exports.”

Eoin O’Malley, senior adviser on international trade at BusinessEurope, said “The measure also needs to be part of wider package to avoid protectionism and conclude the Doha round which will stimulate trade growth. The key point now is to move forward with Doha. The key now is implementation. G20 governments must act quickly to provide this finance to companies that need it urgently.”
